Expansion plays out by each team currently in the league offering up a number of players to the new teams to choose from based on how many players they have under contract. 15 Players = Expose 7 14 Players = Expose 6 13 Players = Expose 5 12 Players = Expose 4 11 Players = Expose 3 10 Players = Expose 2 9 Players to 5 Players = Expose 1 4 Players or below = Expose 0 Keep in mind this is for the amount of people you'll have in the OFF-SEASON not right now. Just did the research on this, there will be 28 players available, between 22 teams. Meaning, as long as neither expansion team goes over the HC, 1 player from each team will be selected, and then a 2nd player will be selected from the other guys Beijing, Mahram, REAL exposed.
I'm working on an article so i'll go into more detail there, but there is really no reason for a team to go over the HC. Big contracts likely to be in the expansion draft:

Lew Hitch - 12,250,000 Rod Hundley - 14,078,785 Al Cervi - 14,336,000 Antonio Diaz Miguel - 22,087,990/Team Option Connie Simmons - 13,079,500 Armenak Alachachian - 10,500,000 Satch Sanders - 16,350,000/Team Option
Total Amount = 102,682,275
(John Beckman may be here as well if Milano wants an extra 20 Mill in cap-space)
Lew Hitch & Rod Hundley likely will not be selected, with the expansion teams knowing they'll have to already take on bigger contracts, they'll likely take Hairston/Paultz and then take the other one once each 22 eligible teams have had a player selected. So let's take them out
Total Amount = 76,353,490 (split that in half = 38,176,745)
other contracts that are greater than 2 million, that are likely to be exposed:
Happy Hairston - 2,106,087 Arnie Risen - 5,995,000 Bill Sharman - 3,897,489 Teofilo Cruz - 5,901,570
Total Amount = 17,900,146 (split that in half = 8,950,073)
Combine that with the above = 94,253,636
Split that in half and after the likely big contracts are dispersed each team would have an average salary of = 47,126,818 * I know this could be different if one team mistakenly decides to draft all the large contracts, but just go with it.
Other than this there will likely be 17 contracts below 2 Million, some below 1 million, but let's just round off to 2 Million
17 players = 34,000,000 (split this in half = 17,000,000)
Combine that with the above = 128,253,636 (note that all 17 minimum guys likely won't be selected, so this number will be even lower)
Split that in half and the average salary for each team will = 64,126,818
and again (note that all 17 minimum guys likely won't be selected, so this number will be even lower)
This leaves each team with nearly 16 Million before the hard cap. So even if one team takes an extra big contract, that i'm not expecting they should have enough to be under the HC. After the expansion draft:
Team 1 will need to have = 3,731,746 for the 4th pick and their 2nd rounder Team 2 will need to have = 3,418,984 for the 5th pick and their 2nd rounder
They should both have that, and in the off-chance they don't they'll have a decent amount of partially/fully unguaranteed contracts to cut/trade.
I predict that of the 28 players available the only ones that will return to their teams are these 4:
Lew Hitch (not a spectacular player this year and would be hard to fit next year, with the other big contract guys) Rod Hundley (see above) Jim McMillian (solid but Charlie Scott & Keith Erickson are better prospects plus he's the only one that doesn't have an extra year) Lucius Jackson (He could be picked after Jim King is selected, and every other team runs out of prospects, with the 23rd or 24th pick, but I think there will be better options from REAL and Aoshen there).
Again i'll go more in depth about this in my up coming article, including players that I think will be exposed by the teams we haven't heard from yet. But just wanted to post why each team will have someone picked (if we go by what the game does) and the HC shouldn't be an issue.
